The story of Bylakuppe dates back to 1960 when the Indian government, under Prime Minister Jawaharlal Nehru, allocated land to Tibetan refugees fleeing the Chinese occupation. The settlement was officially established with the help of the Dalai Lama and the Penor Rinpoche, the 11th throne holder of the Palyul lineage of Nyingmapa school.
